'Leaders all over the world understand that Trump is only there for two more years & then he's gone'

In American politics, the possession of presidential power does not necessarily guarantee the capacity to exercise it. Few contemporary leaders have embodied this contradiction as dramatically as Donald Trump. Following what political scientist Ian Bremmer describes as the most consequential electoral reversal for a governing party in more than half a century, the founder of Eurasia Group and GZERO Media argues that the United States has entered a new political phase: the beginning of the end of Trump's capacity to dominate the domestic and international agenda. In this wide-ranging interview with France 24, Bremmer revisits his provocative thesis that America has already reached "peak Trump." Far from suggesting that the president has become powerless, he contends that his authority is increasingly constrained by congressional opposition, Republican discontent, unpopular foreign policy decisions and the growing awareness among international leaders that the present administration has a limited political horizon. The historical reversal is, in Bremmer's account, extraordinary: "Trump back in 2024 engineered for himself the biggest political comeback in American political history. And now, only two years later, the biggest loss in 50 years." At the heart of his analysis lies a fundamental distinction between institutional authority and political influence. Trump remains commander-in-chief, retains the instruments of executive government and continues to command extraordinary media attention. Yet Bremmer argues that the president's ability to translate those advantages into effective political outcomes is diminishing. The consequences, he suggests, extend far beyond Washington. From the war in Iran and the unresolved conflict in Ukraine to the future of transatlantic relations, America's allies and adversaries are beginning to adjust their strategic calculations to a post-Trump political landscape. As Bremmer puts it: "Those foreign leaders will start to engage more with the America that they expect to deal with after Trump is gone." Equally significant is his diagnosis of the domestic forces driving this transformation. Economic disillusionment, unfulfilled electoral promises and accusations of political self-interest have, in his assessment, undermined the very coalition that propelled Trump back to the White House. Meanwhile, the president's apparent preoccupation with monumental projects and personal legacy raises a deeper question about the relationship between political spectacle and the responsibilities of governance. Bremmer's conclusion is unambiguous: "Yes, two more years to go. But nowhere near the level of disruption that he had on the global stage at the beginning of this term." The interview ultimately raises a question of profound significance for American democracy and the international order: Can a president retain the formal powers of the world's most consequential political office while progressively losing the political authority necessary to shape its future? Bremmer believes that process is already underway.
